Paul Sanford

Paul earned his B.S. from the University of South Florida with a concentration in Environmental Science and Policy, and serves as an Air Quality Specialist at KBE. Paul routinely conducts emissions inventories for airports ranging from the busiest large-hub airports in the nation to some of the smallest regional and municipal General Aviation facilities, specializing in the assessment of construction emissions related to airport improvements.

Possessing strong data management skills, Paul assists in the acquisition and processing of many types of data typically incorporated into airport emissions inventory and dispersion modeling analyses at KBE. He is also proficient in assessing the impacts of both federal and state-level regulations on airport operation and development, including the General Conformity Regulations of the CAA, the NEPA and the CEQA.

Paul has also been awarded a writing scholarship throughout his studies, and has since contributed to editorial articles, anthologies and scientific publications, including the ACRP 02-13: Guidebook for Improving Environmental Performance at Small Airports and a recent ACC News article on Improving Risk Communication Associated with Airport Air Quality.

Paul demonstrates excellent data management skills and proficiency in federally-approved environmental tools and models such as the FAA’s Emissions and Dispersion Modeling System (EDMS) and Integrated Noise Model (INM); EPA’s MOBILE6.2, NONROAD and MOVES; and CARB’s URBEMIS, EMFAC and OFFROAD. Notably, Mr. Sanford currently serves as beta tester on the Design Review Group (DRG) for the FAA’s upcoming release of the Aviation Environmental Design Tool (AEDT).
